Strategic Objective 1: Build responsiveness and effectiveness of the State.

Objective

To strengthen the capacity of government departments in KP, FATA and Balochistan to help support efficient delivery of the PCNA program in KP and FATA and related development programs in Balochistan.

Beneficiaries

The Governments of KP and Balochistan and the FATA Secretairat by capacity building and reform.

The people of KP, FATA and Balochistan, through enhanced governance leading to restoration of citizens trust.

Expected Results

Systems established to monitor progress of the PCNA Program in KP and FATA and governance activities in Balochistan;

An aggregate of at least eight project concept notes for interventions in KP and FATA, and two for interventions in Balochistan developed and submitted to the SC;

A Development Partners Fora established in KP and FATA;

A ten-year Governance Program developed for both KP and FATA;

The ten-year Governance Program for Balochistan designed through a consultative process and submitted for stakeholders' consideration;

At least one pilot project intervention each, for KP, FATA and Balochistan completed under the Rapid Response Facility;

A total of five governance enhancing interventions funded in KP and/or FATA;

At least one governance enhancing intervention funded in Balochistan;

A total of twelve governance and/or PCNA related trainings developed and implemented;

A total of two reform actions implemented in KP and FATA, and two of the same identified for a diagnostic study in Balochistan; and

At least four projects prepared for financing and implementation by the PIU (jointly considered).

Achievements as of October 2012

Project Results

ISUs are operational.

  • Coordinator and all 10specialists on board in FATA;
  • Coordinator and six of the 10specialists on board in KP with hiring for 4 positions pending;
  • ISU Offices allocated and equipped;
  • O&M budget allocated;
  • ISUs interacting with development partners and government departments;
  • PCNA websites developed both for Khyber Pakhtunkhwa and FATA (www.pcnafata.gov.pk and www.pcna.gkp.pk);
  • PCNA Newsletter published and disseminated;
  • Ernst and Young contracted as FATA ISU internal auditor;

FATA ISU integrated in the National Financial Management Information System (NFMIS – PIFRA);

Both Khyber Pakhtunkhwa and FATA Secretariat have started preparatory work on the governance program;

Concept notes developed and interventions funded for:
  • KP Judicial Academy;
  • Ombudsman KP;
  • KP M & E Directorate,
  • Technical Assistance for Implementation Readiness of the KP SADP and FATA Tribunal;
  • Community Driven Development (CDD)through National Systems – Exposure visit undertaken by delegation including the Chief Secretary;
  • FATA Tribunal;
  • FATA M & E Directorate;
  • FATA Donor Coordination;
  • Local Government Regulation: extension of laws to FATA; and
  • FATA Rural Road Project PMU.

KP Development Partners Forum established. Inaugural meeting held on May 22 2012;

FATA Development Partners Forum established on 8 November 2012; and

PCNA M&E through country systems initiated by KP and FATA M&E Directorates.

Project Results

GSP orientation workshop for Line Departments in KP and FGDs with line directorates in FATA;

Results-Based M&E Workshop: Development of an Action Plan with KP and FATA Government Officials (July 2012);

Fiduciary Workshop for KP and FATA Government officials and GSP Financial Management Manual Orientation Workshop for KP and FATA Government officials held in collaboration with MDTF Secretariat;

GSP orientation workshop for MDTF Task Team Leaders; and

GSP orientation workshop for bi-lateral and multi-lateral donors.

International Workshops

Government officials and civil society members from KP, FATA and Balochistan participated in a workshop held in collaboration with the WB Institute Regional Workshop on Advancing Public Participation and Accountability in the Budget Process in Nepal;

Senior representatives from KP and FATA Secretariat senior participated in a workshop on CDD through National Systems; and

FATA Government officials also participated in WB's Impact Evaluation Workshop in Dhaka.
