Consultancy Services: Hiring of firm for the engagement of V-Loggers for Tourism promotion in Khyber Pakhtunkhwa. 


The Government of Khyber Pakhtunkhwa has received Grant from Multi Donors Trust Fund (MDTF), World Bank towards the cost of Economic Revitalization for Khyber Pakhtunkhwa (ERKF) and intends to apply part of the proceeds for consulting services for engagement of V-Loggers for Tourism promotion in Khyber Pakhtunkhwa.

ERKF Project aims at encouraging economic growth by supporting selected economic sectors in KP. Tourism is an important contributor to KP’s economy and job creation, and the number of domestic tourists traveling to Khyber Pakhtunkhwa keeps growing rapidly. The province can offer landscapes, mountains, historical places, diverse cultural heritage, delicious food markets and shopping opportunities to different tourists. It only requires marketing with advanced communication methods at relevant forums to develop tourism in the province. To promote tourism, it is very important to market our tourist attractions and opportunities for developing their interest. Recently it has been observed that the dynamics of marketing are changing rapidly and same is the case with tourism sector where there is a need of innovative ideas to attract tourists. Tourism sector is always dependent on quality visual content and present it to the national and international tourists. Among many innovations for promoting tourism, V-Logging (combination of video, voice-over and sometimes a blog) has emerged as an interesting and effective tool. There are many famous international and domestic V-Loggers with substantive following on different social media forums and they act as an "Agent of Change" at different levels. Services of these V-Loggers can be utilized for promoting and marketing of tourism sector.

The objective of the assignment is to promote existing and potential tourist destinations and events in KP and sensitize tourists to encourage controlled visitation to the identified destinations in KP, highlight the reforms introduced by the Department of Tourism (KP) for improving the management of these destinations and create awareness on responsible tourism, including curbing of littering, recycling of single-use plastics and discouraging damage to the cultural and heritage sites, while respective the local cultures and norms.

The project Management Unit invites eligible registered consultancy firms to indicate their interest in providing the services. Interested Consulting firm should provide information demonstrating that they have the required qualification and relevant experience to perform the services. The following shall be the evaluation criteria.


Selection Criteria 
At least 5 years’ experience (post registration) in the area of multimedia content, production, video documentaries, social media, marketing etc, certificate of registration from relevant Govt: entity should be provided. 
Shall have successfully completed at least 5 assignments related to video documentaries, v-logs. Details of assignment client name, worth should be provided. Pervious working experience for public sector organization will be given preference. 
Shall have in its current office all the necessary and latest version video recording equipment’s and other facility required for the assignment. List of equipment’s to be provided. 
Should be financially sound to carry out the assignment within stipulated time frame, audited financial statements for the last three years to be provided. 
Shall have competence of existing and proposed personnel-this shall require submission of comprehensive Curriculum Vitae (CV) of the personnel dully signed who will be assigned to conduct the assignment.


Selection Method

Consulting firm will be selected in accordance with the Selection Based on least cost Selection (LCS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans & IDA Credits and Grants] by World Bank Borrowers (2011 Revised July 2014).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011(Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
